Transferred to CA 6 after hold. The above-captioned matter is transferred to the Court of Appeal, Sixth Appellate District, with directions to vacate its decision and reconsider the cause in light of *446City of San Buenaventura v. United Water Conservation Dist. (2017) 3 Cal.5th 1191, 226 Cal.Rptr.3d 51, 406 P.3d 733. (See Cal. Rules of Court, rule 8.528(d).) Liu and Cuéllar, JJ., were recused and did not participate.
